The term ‘staffing’ carries varied interpretations based on context. In business, it typically refers to recruiting suitable candidates for specific organizational roles. In the context of governmental activities however, it often denotes the process of circulating documents and ideas for review and feedback. As former civil servants and bomb technicians, and now as consultants, we recognize the need for both interpretations, but EOD Elite Staffing’s focus is on assisting businesses in navigate the minefields of working with government organizations and agencies, particularly in the areas of writing proposals for technology development solicitations, research and development proposals, and operational test and evaluation.
Like any meaningful origin story, our inspiration for this service emerged out of a perceived necessity. With decades of experience in both the public and private sectors, we repeatedly observed companies needing specialists with expertise in explosive-related disciplines. These companies however, often hired personnel with adequate foundational knowledge of bomb disposal operations and procedures, but who lacked the advanced skills required for non-operational roles like test and evaluation, proposal development, or even the creation or evaluation of training programs and curricula.
Additionally, we have interviewed hundreds of current and former bomb technicians for government and private sector roles, as well as reviewed thousands of resumes for former EOD technicians claiming to be subject matter experts (SMEs), but lacked the knowledge, skills, and abilities to substantiate those claims. Many applicants presented what we termed a ‘standard EOD-guy resume,’ listing things common to any newly minted bomb technician graduating EOD School. You will almost always see things included like demolitions or using explosives, disposal operations, conducting render safe procedures, equipment maintenance, and VIP support missions, almost all of which are irrelevant to business development needs. Unbeknownst to many looking for EOD subject matter expertise, a great many former EOD technicians have pursued advanced degrees, or earned certifications like Certified International Post-Blast Investigators (CIPBI) or project Management professional (PMP), but most have not. An even small subset have worked in high-level government organizations and agencies, been on a proposal development team, or lead down-select teams for proposal evaluation.
